Though a moor, by definition, could be confused with a marsh, it more accurately refers to Moorland. To further enforce this is the proper name, jorb himself has stated that inkweed is only found on Grassland, Heath, and Moor.
It is possible to terraform grassland tiles into Moors by plowing them and leaving them fallow for an undetermined period of time.
